Kosovo’s Provisional Institutions of Self-Government (PISG), located in Pristina, comprise the Assembly, the President of Kosovo, the Government, the Courts and other bodies and institutions as set forth in the Constitutional Framework for Provisional Self-Government in Kosovo.
Kosovo is composed of 30 municipalities, which are the basic territorial units of local self-government with responsibilities as set forth in UNMIK legislation. The powers and responsibilities of the PISG do not include certain reserved powers and responsibilities that remain exclusively in the hands of the Special Representative of the Secretary-General..
The Assembly

The Assembly (www.assembly-kosova.org), the legislative arm of the PISG, is composed of 120 members elected by secret ballot. 100 of the 120 seats are distributed amongst all parties in proportion to the number of valid votes received by them in the election of the Assembly. In order to protect minority interests and rights, the remaining 20 seats are reserved, still in proportion to the number of valid votes received by them in the election to the Assembly, for the additional representation of non-Albanian Kosovo Communities. 10 seats set aside for the representatives of the Serb community, 10 seats set aside for the representatives of other communities: 4 seats for the Roma, Ashkali and Egyptian communities (RAE), 3 seats for the Bosnian community, 2 seats for the Turkish community and 1 seat for the Goran community.
The election is by secret ballot by every person over the age of 18. The term of the Assembly is four years.

The President
President: Fatmir Sejdiu (LDK)
The President (www.president-ksgov.net), with a mandate of three years, is elected by the Assembly. The President’s main functions are to take action in the field of external relations in coordination with the SRSG and, following consultations with the political parties of the Assembly, to propose to the Assembly the Prime Minister. The President has the power to dissolve, in agreement with the SRSG, the Assembly. He is also expected to report to the Assembly on the general state of affairs in Kosovo at least once a year and present awards and gratitude.
The government
The government (www.ks-gov.net), composed of the Prime Minister and Ministers, exercises the executive authority of the PISG and implements Assembly laws and other laws within the scope of responsibilities of the PISG. Upon nomination by the President, the Prime Minister presents a list of proposed Ministers to the Assembly to be elected.

The Constitutional framework states that ‘at least two Ministers shall be from Communities other than the Community having a majority representation in the Assembly’. It is specified that ‘at least one of these Ministers shall be from the Kosovo Serb Community and one from another Community’ and that ‘in the event that there are more than 12 Ministers, a third Minister shall be from a non-majority Community’.
In an extraordinary meeting , the Kosovo assembly adopted the Declaration of Independence on February 17, 2008 in Pristina.
The judicial system
The Court system comprises of the Supreme Court of Kosovo, District Courts, Municipal Courts and Minor Offences Courts who are responsible for the administration of justice in Kosovo.
